CPS Energy and AEP Texas are proposing to construct approximately 370 miles of new transmission infrastructure connecting the CPS Energy Howard Road Station in Bexar County to the AEP Texas Solstice Station in Pecos County.
The Electric Reliability Council of Texas (ERCOT) Board of Directors endorsed the Permian Basin Reliability Project as critical to the reliability of the ERCOT System in July 2024. Additionally, the Public Utility Commission of Texas (PUCT) approved the 765kV transmission option on April 24, 2025.
Update 03-02-2026: CPS Energy and AEP Texas have filed their Joint CCN Application for the Howard to Solstice 765kV Transmission Line Project with the Public Utility Commission of Texas under docket number 59336.
