CPS Energy’s offices, customer service centers, and the call center will be closed on Thursday, November 28 and Friday, November 29, 2024 in observance of Thanksgiving. Scenic Loop Substation and Transmission Line Project
The Scenic Loop Substation and Transmission Line Project involves the proposed construction of a new substation, a new transmission line, and associated distribution lines. This substation will improve reliability and provide additional electrical capacity to homes and businesses in the area.
CPS Energy has evaluated multiple substation site alternatives and geographically diverse transmission line options and has filed an application to amend its existing Certificate of Convenience and Necessity with the Public Utility Commission of Texas (PUC).
Throughout the course of the PUC process CPS Energy will be posting updates to major activities and information regarding this project on this webpage.
Update 8-22-23: Sitework Construction is scheduled to start September 5, 2023
Update 1-5-2023: Property surveys are nearing completion and negotiations with land owners are under way. A date of 1-26-2023 is tentatively set for The City of San Antonio to pass an ordinance determining the public necessity for, and authorizing the acquisition, by negotiation or through the use of eminent domain, of easements and property to be used for the Scenic Loop Substation and Transmission line.
Update 1-12-2022: Following a vote taken at the PUC Open Meeting held December 16, 2021, the PUC issued an order today adopting Route Z2 (to substation site 7) as the approved route for the Scenic Loop Project. CPS Energy will provide written notice of the final order according to the rules and regulations of the PUC.
Update 11-1-21: During the October 28th Open Meeting, the PUC Commissioner’s listened to various parties regarding their positions on this docket. After listening to the various parties, the Commissioners then decided to delay a decision on this docket and take up this docket again during the November 18th Open Meeting.
Update 10-26-21: The Public Utility Commission of Texas (PUC) filed two items today. In the first document the PUC states “Participation in the October 28,2021 open meeting and in all future open meetings of the Commission will be in person.” The second document states “The Commission will hear oral argument in the above referenced docket for the open meeting scheduled to begin at 9:30 a.m. on October 28, 2021.”

Update 9-17-2021: The Public Utility Commission of Texas (PUC) has released a revised schedule for this docket. The Commissioners will be taking into consideration the Proposal for Decision (PFD) in an open meeting to be held on October 28, 2021. Details on the Proposal can be found here.
Update 7-26-21: The State Office of Administrative Hearings (SOAH) has released the Proposal for Decision (PFD). In the PFD, the Administrative Law Judges (ALJs) recommend approval of Route Z2. The full document can be found on the PUC Interchange here.
Update 4-30-2021: The Hearing on Merits will be beginning Monday May 3rd at 9:00am. Instructions for participation will be the same as the Prehearing Conference.
